Beaumont City Hall · what it means for owners

Will Beaumont annex the Golden Triangle?

Beaumont is considering annexing 78.5 acres near Cherry Valley Boulevard. City zoning would apply after annexation, with no permanent development planned.

Not yet: the City Council and then Riverside County LAFCO must still act. The proposed city zoning would apply only if the land is annexed, and no permanent development is currently planned.

What the city is deciding

The Planning Commission was asked on October 14 to recommend a General Plan amendment, prezoning, a services plan and an environmental addendum. Prezoning means Beaumont sets the zoning that would apply if the land enters the city. The Commission only recommends. The documents read do not record its vote; the October 20 Council agenda lists a report on the Commission’s October 14 actions.

Where and who it affects

The annexation area contains nine parcels and about 78.48 acres directly south of Cherry Valley Boulevard and west of Interstate 10. Most of the land is vacant, except for Bona Fide Truck and Equipment Repair at 36233 Cherry Valley Boulevard. Seven sites, totaling 20.3 acres, would have Community Commercial zoning. Two sites, totaling 58.2 acres, would have Rural Residential zoning.

What it could mean for your property

The draft ordinance says the new zoning would keep the same development intensity allowed under Riverside County rules. It would not permit new subdivisions or development beyond what is already allowed. Rural Residential 1 means one acre minimum lots.

After annexation, Beaumont Police would replace the Riverside County Sheriff. City departments would take responsibility for streets, stormwater, animal control and parks. Fire service would remain with Riverside County Fire through the city’s contract. Library and school providers would remain unchanged.

The site currently has no public wastewater service. After annexation, it would be served by Beaumont’s wastewater system. The land may also need to join the Beaumont Cherry Valley Water District. Future development would pay to connect to that system.

The documents do not say whether annexation would change taxes or fees for existing owners.

Questions to ask before you buy or build

  • Is the property within one of the nine annexation parcels?
  • Which city zoning would apply after annexation?
  • Would the parcel need to join the water district?
  • Would annexation change any taxes or fees on the property?

What happens next

The City Council must act before an annexation application goes to Riverside County LAFCO, which decides whether the land joins Beaumont. The Council hearing date and LAFCO date are not stated. LAFCO gives at least 21 days notice of its hearing. It also says that if every landowner consents, no further notice, hearing or election is required.
