Camarillo City Hall · what it means for owners

Will Camarillo put a traffic signal at Ponderosa and Spring Oak?

Camarillo was asked to release a $100,000 developer bond after a study found no signal is warranted. Posted documents do not show the vote yet.

The documents do not show that Camarillo will put a traffic signal at Ponderosa Drive and Spring Oak Road. The Council was asked on October 14 to release the developer’s $100,000 bond for designing and installing a possible signal, but the posted documents do not show the vote.

What the city is deciding

The requested resolution would release, or exonerate, the bond posted by Elacora Springville, LLC. The bond guaranteed payment for the possible future design and installation of a signal. The packet includes only a draft resolution with blank vote lines.

Where and who it affects

The intersection is at Ponderosa Drive and Spring Oak Road. The related development, tract T-5561-1, is north of the U.S./Ventura Freeway, south of Ponderosa Drive, east of Earl Joseph Drive and west of Spring Oak Road. The documents do not state the number of homes or identify effects on properties outside the tract.

What it could mean for your property

A traffic signal warrant study checks whether traffic conditions meet standard criteria for a signal. An analysis conducted on April 28 found that a signal was not warranted under the applicable criteria. The agenda report also says the intersection has acceptable delays during peak hours and meets sight distance requirements without a signal. The City Transportation Engineer reviewed and confirmed the findings.

If the resolution was adopted, Public Works would be authorized to return the $100,000 bond. The report says that action would have no budget impact.

The documents do not provide traffic counts, accident history or delay numbers. They also do not say whether another signal study could be required later, or who would pay if a signal were needed in the future.

Questions to ask before you buy or build

  • Does the property lie within tract T-5561-1?
  • Has the city posted a final decision on releasing the bond?
  • Could the intersection be studied again if traffic conditions change?

What happens next

No minutes are posted for the October 14 meeting. The draft resolution is not proof of a decision, and the documents do not state a later action date or explain how to comment.
