Not yet. On September 15, 2026, Chino’s City Council voted 5 to 0 to send the proposal back to staff to work with the applicant, so homes facing Amsterdam Avenue have not been approved.
What the city is deciding
The Council was asked to introduce changes to the East Chino Specific Plan, the area’s development rules. The proposal would allow homes to face designated loop roads, permit street parking on Amsterdam and Aguerre avenues, and reduce certain garage setbacks. Staff says it would not change the property’s land use designation or maximum allowed density.
Where and who it affects
PLC Communities proposes 55 homes at 13918 Cypress Avenue, west of Cypress and north of the Southern California Edison easement. Ten homes, on Lots 26 through 35, would face Amsterdam Avenue. Existing homes sit north, east and west of the site.
The documents do not say what the amendment would mean for other neighborhoods within the plan’s RD 4.5 residential designation.
What it could mean for your property
For the proposed homes, garages entered from the side could sit 15 feet back from the front property line on no more than one third of subdivision lots. Staff says this change would allow three car garages.
The project proposes 327 parking spaces across garages, driveways and streets. The requested parking change would allow parking in front of the ten Amsterdam homes. Neighbors raised concerns about traffic, vehicle access and guests parking on nearby Dalton Street. Those are concerns recorded in the documents, not established future effects.
Plans also include a pedestrian paseo, a walking connection 30 feet wide along Amsterdam to Cypress, maintained by the homeowners association. Cypress would receive a sidewalk, landscaping and streetlights connecting to Edison Avenue. Home prices and association dues are not stated.
Questions to ask before you buy or build
- Does the lot being considered face Amsterdam Avenue?
- Would that lot use the proposed 15 foot garage setback?
- What association dues would apply to the home?
What happens next
The motion passed on September 15 returns the item to the Council with a newly noticed public hearing. The ordinance was not introduced, so no vote on adopting it has taken place. The documents do not give a return date or say whether the layout will change.
