Claremont City Hall · what it means for owners

How much will Claremont's sewer and trash charges rise?

Claremont adopted higher sewer, trash and street sweeping charges starting January 1, 2027, with further scheduled increases each July through 2030.

Starting January 1, 2027, a typical Claremont home’s monthly sewer charge rises by $1.33 and trash service with a 96 gallon cart rises by $4.51. Street sweeping will cost $5.08 a month; the documents do not give its current rate.

What the city is deciding

The Council adopted the rates 5 to 0 on September 22, according to draft minutes. These are charges for city services, set through the Proposition 218 protest process, which gives property owners and tenants responsible for payment notice and an opportunity to submit written protests. The city received 31 protests, below the 4,480 needed to block the increases.

Where and who it affects

The figures below apply to a single family dwelling receiving city sewer, street sweeping and trash service with a 96 gallon curbside cart. Smaller trash carts and housing with multiple units have separate rates.

What it could mean for your property

On January 1, sewer rises from $6.63 to $7.96 a month. Trash rises from $45.06 to $49.57. The documents do not say how much street sweeping increases from its current charge.

Further monthly rates follow this schedule, with sewer, trash and sweeping listed in that order:

On July 1, 2027, the charges become $9.55, $54.53 and $5.59.

On July 1, 2028, they become $11.46, $59.98 and $6.15.

On July 1, 2029, they become $12.89, $64.78 and $6.64.

On July 1, 2030, they become $14.50, $69.96 and $7.17.

The city says existing revenue cannot cover anticipated service costs, improvements, equipment replacement and reserves. Sewer and sanitation revenue must stay dedicated to those services.

The city says its help for qualifying low income households stays in place: a discount on sewer and trash charges, and a reduced rate for qualifying low income residents with disabilities who need their trash containers moved to and from the curb.

Questions to ask before you buy or build

  • Which trash cart size and monthly rate apply to the home?
  • Does the household qualify for sewer or trash discounts?
  • Is the property billed at the single family rate or a multi family rate?

What happens next

The first rates take effect January 1, 2027, followed by steps each July 1 through 2030. On October 13, the Council is asked to approve the September 22 draft minutes.
