Costa Mesa City Hall · what it means for owners

Will 21 homes replace an old Costa Mesa mobile home park?

Costa Mesa heard a request for 21 for sale homes at a former mobile home park site on East 21st Street. Posted city records do not show the decision.

Not decided on the record yet. The Planning Commission heard a request on September 28 for 21 for sale homes on the vacant former mobile home park at 396 East 21st Street, but the city’s posted records do not show its decision.

What the city is deciding

The request covers a design review, a tentative tract map and a density bonus. A tentative tract map divides land into lots. The density bonus would allow three additional homes and waivers from some local rules because one home would be sold at an affordable price to a qualified buyer.

Where and who it affects

The 1.49 acre site at 396 East 21st Street has been vacant since 2019. It previously held a 28 unit mobile home park. The property is next to Tustin Avenue, East 21st Street, Kaiser Elementary School, single family homes and multifamily homes.

What it could mean for your property

The proposal has 21 detached, two story homes for sale. Twenty would be market rate. Lot 8 would be reserved for a very low income buyer for 55 years through a recorded agreement or resale restriction.

The homes would range from 1,349 to 2,657 square feet. Each would have an attached two car garage. The project has 60 parking spaces in all.

The requested waivers would allow 21 lots where 15 are otherwise allowed. Buildings could reach 31 feet, 5 inches instead of 27 feet. The proposal also uses smaller setbacks along Tustin Avenue, East 21st Street and the rear property line. It provides 19,180 square feet of common and private open space instead of the normally required 22,744 square feet.

The East 21st Street sidewalk would remain at the curb instead of moving behind a new landscaped parkway.

Each residence would have a fee simple lot. The CC&Rs, the recorded rules for the homes, must be reviewed by the city before building permits. The documents do not state HOA dues, home prices or the traffic impact fee amount.

Questions to ask before you buy or build

  • Is the property part of Tentative Tract Map No. 19412?
  • What HOA dues and recorded property restrictions apply to the lot?
  • Is the home Lot 8, the income restricted ownership unit?

What happens next

The Planning Commission is the final review authority for these applications. The city’s records posted through October 21 do not show its decision, an appeal route or a construction start date.
