Yes, if the Planning Commission approves it: Phase C of Eastvale Square would add 529 homes on about 44.5 acres at 58th Street and Scholar Way. The documents do not show a vote yet.
What the city is deciding
The Planning Commission is asked to approve a tentative tract map, which divides the land into 73 buildable lots and 13 lettered lots. It is also asked to approve nine Major Development Reviews, Eastvale’s design approvals for the overall site and eight residential areas.
Where and who it affects
The site is part of the Leal property, a former dairy and farm site the city has long planned as its future downtown. Only Phase C is being mapped. Phases A and B were approved earlier and are under construction, and homes elsewhere in Eastvale are not inside this map.
What it could mean for your property
The plan includes 280 detached homes and 249 attached or duplex homes. Plans range from 1,374 to 2,243 square feet, with two to four bedrooms. Every home would have a two car garage.
Owners would belong to an HOA responsible for common areas. The documents do not state the dues. A 3,800 square foot dog park along Scholar Way would be HOA maintained.
The development would have to join applicable community facilities districts and landscape maintenance districts before the final certificate of occupancy. These pay for traffic signals, streetlights, storm drains and landscaping through a special tax or yearly assessment. The documents do not state the charges per home.
Lot 63 is set aside for city acquisition for a third fire station. The planned 12,000 square foot station has a target start within three years.
A parking lottery would let eligible residents reserve some surplus guest spaces. Eligibility requires keeping the two car garage clear for vehicles. Staff would report back to the Commission on parking about one year after most homes are occupied.
Questions to ask before you buy or build
- Is the home inside Eastvale Square Phase C, Tract 38596?
- What HOA dues and special district charges apply to the home?
- Is the home eligible for the resident parking lottery?
What happens next
The continued public hearing is set for October 21 at 6:00 p.m. at Eastvale City Hall Council Chambers, 12363 Limonite Avenue, Suite 900. The Commission heard the item on September 16 and continued it so staff could answer questions on phasing, public safety, parking and shade.
