Fontana City Hall · what it means for owners

Would Fontana allow 46 homes on 3.5 acres off S. Highland?

Fontana's Council is asked to approve a density bonus for 46 two-story homes at 14907 S. Highland Avenue, up from 40, with two affordable homes.

Fontana’s Council is asked to allow 46 homes on about 3.5 acres at 14907 South Highland Avenue, six more than the base allowance of 40, with two affordable homes. As of October 9, the Council has not decided.

What the city is deciding

The Council is asked to approve a density bonus and an affordable housing agreement with MV HBC, LLC. A density bonus allows extra homes in a project with affordable housing. The Planning Commission approved the subdivision map and design review on August 18 by a vote of 5 to 0.

Where and who it affects

The vacant site is at San Sevaine Road and South Highland Avenue, near the 210 freeway. The proposal has 46 homes in 23 duplex buildings, each two stories with attached garages. Homes would have three or four bedrooms and range from 1,385 to 1,843 square feet.

What it could mean for your property

For a home in this development, the plans include shared open space and amenities maintained by a homeowners’ association. Proposed concessions reduce the required recreational amenities from four to two, leaving a large lawn and a tot lot. Plans show 176 parking spaces, against 130 required. Vinyl fencing would replace block walls between lots, with block walls beside the driveway and roads.

The documents do not say what HOA dues or home prices would be. They also do not settle whether a community facilities district, a special tax district, would apply.

Lots 11 and 29 would have affordable three bedroom homes for households earning no more than half of the county’s median income. These homes may be rented or sold under the agreement, with sales requiring the city’s prior written consent. Affordability restrictions continue after a sale. The documents do not say whether the other 44 homes would be sold or rented.

Questions to ask before you buy or build

  • What HOA dues would apply to a home in this development?
  • Would the property be subject to a community facilities district tax?
  • For an affordable home, what eligibility and purchase restrictions would apply?

What happens next

The Council is asked to consider the agreement on October 13. At the August 18 Commission hearing, two written letters were received, their content is not in the documents, and no one spoke. The packet contains a draft resolution with blank vote lines. The city need not authorize occupancy of more than 40 homes until the affordable homes are completed.
