Laguna Woods Village

Makes up about 90 percent of the entire city; a private, gated, age-restricted (55+) retirement community developed starting in 1964 by Ross Cortese.

Third Laguna Hills Mutual

One of the Village's two housing corporations — condominium housing with over 6,000 memberships, governed by its own 11-member elected board.

United Laguna Woods Mutual

The Village's other housing corporation — stock-cooperative housing with a similar membership count, a different ownership structure than condominium.

Non-Village areas (El Toro Road corridor)

The remaining roughly 10 percent of the city — commercial strip and City Hall, not age-restricted.
