Which Chino Hills housing projects does the city list as under review?

Read the city's listed Chino Hills residential project statuses, from applications under review to construction, and learn what to check before an offer.

If you’re considering a home near a listed development site, the first question is where the proposal stands. As the city’s page read on 30 October 2026, Canyon Estates and Cresta Verde have applications under Planning Division review. Del Vistas, The Serranos, and Western Hills Residences have entitlement review underway. Other entries describe approval, construction, or work pending another improvement.

This is general information, not legal or tax advice.

Which city list should you read?

Read the City of Chino Hills Residential Development page for the individual housing entries and their listed statuses.

The page puts proposals and projects at different stages alongside each other. Its presence on the list doesn’t tell you that a project is approved, that construction is about to start, or that homes are available for sale. You need the status attached to the particular entry.

The page has no “last updated” date, so whether these statuses have changed since the reading date is uncertain. Treat the descriptions here as a record of that reading, and re-check the page before an offer.

For a property question, begin with the listed location. Compare it with the street or parcel you’re considering before connecting a project name to the lot next door.

What do the city’s status terms mean?

The city’s status key distinguishes applications and conceptual review from project approval, technical plan review, and construction.

The Major Development Projects page supplies that key. It defines the stages this way:

  • Pre-application means an information application has been submitted to the city for review.
  • Formal application means plans have been submitted for conceptual review.
  • Project approved means the city has approved the project concept.
  • Construction plan review means building or grading plans have been submitted for technical review.
  • Under construction means construction is underway.

Use those distinctions when reading an entry. A formal application and a project approval describe different steps. Construction plan review describes technical review of submitted plans; the key separately identifies construction underway.

The parent page describes major development projects as new residential and non-residential projects on vacant land, along with major redevelopment within existing developments. It says projects under staff review will be publicly noticed before being scheduled for Planning Commission. Ask whether a notice has gone out for the application you’re checking.

A Chino Hills homeowner showed us a city list containing a proposed housing development near her neighborhood. She believed inclusion on the list meant the project had already been approved. We reviewed its status with her because “under review” means the city is evaluating an application, not that every part of the development will be built as submitted.

Which applications are under Planning Division review?

Canyon Estates and Cresta Verde are the entries that expressly list applications under review by the Planning Division.

Canyon Estates is listed at 3300 Woodview Road, at the west end of Soquel Canyon Parkway. Its proposal covers a 378.65-acre parcel and 328 residences: 165 single family residences and 163 townhomes. The status describes application review. It does not list a project approval.

Cresta Verde proposes subdividing 34.71 acres east of Fairway Drive and north of Carbon Canyon Road. The description includes 45 detached single-family residential lots, one private park, and four open space lots in a gated community.

For either entry, distinguish the proposed layout from the review status. The number of homes tells you what the city describes in the application. It doesn’t supply an approval date or a construction date.

If your concern is an adjoining parcel, ask the Planning Division which application, if any, touches it. The location text is the starting point for that question.

Which projects have entitlement review underway?

Del Vistas, The Serranos, and Western Hills Residences are listed with entitlement review underway.

Del Vistas is described as a 95-unit residential development on Canyon Hills Road. The description includes two and three-story single-family homes and four parks. Its status remains entitlement review underway in the page reading used here.

The Serranos is a proposed development of 80 acres on a portion of the Los Serranos Golf Course. The entry describes 782 residential dwelling units, private parks and open space, and a clubhouse. The city lists entitlement review underway for that proposal.

Western Hills Residences is described as a proposal for 187 multifamily units at Western Hills Golf Course. Its listed status is also entitlement review underway.

None of those status statements supplies a construction schedule. When comparing a nearby home with these entries, retain the word “proposed” where the city uses it. Ask about the application and notice status without treating review as a decision.

Which entries describe completed buildings or construction?

Country Club Villas describes completed buildings and remaining construction, while Serenity Grove lists Phase I under construction.

Country Club Villas is a 70-unit condominium development on Pomona Rincon Road between Wallace Avenue and Los Serranos Road. The city reports four completed buildings containing 24 units. Nine buildings remain to be constructed for 46 units, including the 14 affordable housing units.

Those figures account for the listed total: 24 completed units plus 46 remaining units equals 70. The entry does not provide a completion date for the remaining buildings.

Serenity Grove, formerly Paradise Ranch, is described as a single-family residential subdivision of 50 homes on approximately 85.2 acres. Its location is Canyon Hills Road, north of the Hillcrest development. The status says Phase I is under construction.

Keep the phase wording attached to that status. The entry’s statement about Phase I doesn’t provide a completion schedule for the full subdivision.

What do the other listed statuses say?

Eucalyptus Senior Housing Project, Rancho Cielito, and Vila Borba each have a status that needs to be read on its own terms.

Eucalyptus Senior Housing Project is a proposed 50-unit affordable senior housing project at 3295 Eucalyptus Avenue, on the southwest corner of Eucalyptus Avenue and Peyton Drive. The city says it is working with a developer to finalize plans and agreements. For related zoning reading, see Chino Hills Housing Priority zoning districts.

Rancho Cielito is described as a proposed development of 354 medium density residential apartment units and a subdivision of two parcels into three parcels, including Lake Los Serranos. Its location is generally north of Los Serranos Boulevard/Valle Vista Drive and south of the Lake Los Serranos Club.

The entry records that, on September 6, 2022, the Planning Commission of the City of Chino Hills approved the Rancho Cielito Residential Project. It also records certification of the Environmental Impact Report and adoption of the Findings of Fact and Statement of Overriding Considerations and the Mitigation Monitoring and Reporting Program.

Vila Borba includes single family and multifamily residences west and east of Butterfield Ranch Road, near Pine Avenue. The city lists Tract 16413, Planning Area 3, as entitled for 19 single family homes. It lists Tract 16414, Planning Area 4, as entitled for 220 townhomes.

Construction of homes in those tracts is listed as pending improvements to an off-site drainage basin. Retain that condition with the housing figures.

What should you check before an offer?

Check the property’s relationship to the listed location, the application status, and whether a public notice has gone out.

Treat purchase costs as a separate inquiry. The project page lists no prices, HOA fees, or special taxes. The HOA disclosure guide and Mello-Roos guide offer related reading without establishing charges for any listed project.

The short version

The city lists several kinds of residential project status, so read the individual entry before drawing a conclusion about a nearby property.

Applications under review, entitlement review underway, approval, construction, and pending improvements each say something different. Preserve that wording and re-check the undated page before an offer.
