Taxes & Fees

How do I find the Mello-Roos taxes on an Otay Ranch home?

Otay Ranch and Eastlake parcels often carry more than one CFD at once. Here is how to find the exact special taxes on one address, not a neighborhood average.

Otay Ranch and Eastlake are Chula Vista’s two largest master-planned communities, built out in numbered villages and phases since the 1990s, and a lot of that construction was financed the same way: a Community Facilities District sells bonds against future special tax revenue to pay for the roads, parks and sometimes schools a new village needs before anyone moves in. The mechanics of that are covered in what Mello-Roos is in California. What’s specific to Otay Ranch and Eastlake is that a single parcel can sit inside more than one of these districts at once, and the only way to know your own numbers is to look up your own parcel.

Why one Otay Ranch or Eastlake parcel can carry more than one CFD

A parcel here can be inside a city-formed CFD for its village and a school district CFD at the same time, because the city and the local school districts form these districts independently of each other. The City of Chula Vista has formed dozens of them tied to specific villages and phases, among them CFD 97-2 Otay Ranch Preserve, CFD 99-2 Otay Ranch Village 1 West, CFD 08-I Otay Ranch Village 6, CFD 13-I Otay Ranch Village 7, CFD 07-I Otay Ranch Village 11, CFD 18-M Otay Ranch Village 3, CFD 06-I Eastlake Woods and Vistas, and CFD 07M Eastlake III Woods and Vistas, according to the county Auditor and Controller’s own active-district list. Separately, Chula Vista Elementary School District has formed more than a dozen numbered CFDs of its own, and Sweetwater Union High School District has formed twenty more. A house in Eastlake or Otay Ranch can land in a city CFD, an elementary CFD and a high school CFD all in the same tax year, each one billed as its own line item.

Finding the city’s CFDs that reach your address

The county Auditor and Controller publishes the list you check first: Active Mello-Roos Districts (CFD), updated each fiscal year. It is organized by levying agency, not by address, so it will not tell you what’s on a given parcel by itself. What it does is match the fund number printed on a tax bill to a plain description and a contact. Nearly every city-formed CFD in Chula Vista, including the Otay Ranch and Eastlake districts above, is administered by Spicer Consulting Group, whose contact number is printed next to each one on that list. If your bill shows a fund number starting with 6014 or 6015 under Chula Vista, that’s your starting point for questions about payoff amounts or how many years remain.

The school district CFDs are separate, and easy to miss

A city-formed CFD is not the only one that can reach your parcel, and a buyer who only checks the city’s list can walk right past a school district charge. Chula Vista Elementary School District maintains its own set of numbered CFDs, with parcel information published through specialtaxinfo.com/cvesd, and Sweetwater Union High School District does the same through specialtaxinfo.com/suhsd. Both sites are named directly on the county Auditor’s list as the place to go for more information on those districts. If a tax bill shows two or three separate CFD entries rather than one, this is usually why. An elementary district CFD, a high school district CFD and a city CFD can all be levying against the same address in the same year.

Where the actual dollar figure shows up

The real number for your parcel lives on the county’s own parcel lookup, not on any citywide average. San Diego County runs a Special Assessments by Parcel Number search that returns the assessed value, the base tax rate, and a full breakdown of every fixed-charge special assessment on that parcel, including Mello-Roos or CFD line items, once you enter the ten-digit Secured Tax Parcel number from a current bill. If you don’t have a bill in hand, the county Treasurer-Tax Collector’s secured property tax search lets you pull one up by parcel number or mailing address. Either tool gives you the parcel’s own figures rather than a range pulled from a nearby listing, and any rate you see stated should be read as dollars per one hundred dollars of assessed value, not as a percentage of the sale price.

What the seller must hand you, and what you can request yourself

California law puts a duty on both sides of a sale where a Mello-Roos tax applies. Under Civil Code section 1102.6b, the seller has to make a good faith effort to obtain the official Notice of Special Tax from each agency levying against the property and deliver it to the buyer, and the most recent year’s property tax bill is generally treated as an acceptable stand-in when it itemizes the charge. On the other side, Government Code section 53340.2 requires the levying agency to produce that written notice for anyone who asks, including a buyer doing their own homework, within five working days and for a fee capped at fifteen dollars. With three possible levying agencies on one Otay Ranch or Eastlake parcel, a buyer may end up requesting three separate notices, one from the city’s administrator and one from each school district involved. The seller disclosure guide covers where this fits among everything else a California seller has to put in writing.

How the special tax affects what you can qualify to borrow

A lender treats the current CFD special tax the same way it treats the base property tax, as part of the monthly housing payment used to calculate what you can qualify to borrow. Stack a city CFD on top of one or two school district CFDs and that combined monthly figure moves higher than it would on a comparable house outside any district, which can change how much loan a given income supports even though the purchase price is the same. This is a reason to pull the actual parcel numbers before you write an offer, not after your lender runs them, since the murrieta mello-roos tax bill walkthrough covers the same lookup approach for a different city with the same underlying problem: no citywide figure tells a lender what one house actually costs to carry.

When a district’s bonds end

There is no single end date for Mello-Roos in Chula Vista, because there is no single district. Each CFD’s bond-funded special tax has to name its own final year when the district is formed, and that date lives in the CFD’s bond documents or in its Notice of Special Tax, not in anything general about the city. Those terms also change. In August 2025, the Chula Vista Municipal Financing Authority priced new revenue bonds to refinance an existing special tax bond issue that was set to be redeemed that October, according to the city’s own announcement. A refinancing like that can shift a district’s schedule, so a bond maturity date you read a few years ago is worth confirming again before you rely on it. The request under Government Code section 53340.2 is still the most direct way to get a current answer for one specific district.

The short version

An Otay Ranch or Eastlake address can sit inside a city CFD and one or two school district CFDs at once, each with its own formula, its own fund number and its own end date. The county Auditor’s active-district list tells you which agencies are active in Chula Vista and who to call. The county’s Special Assessments parcel search and your current tax bill tell you the actual dollar figures. The seller owes you the official notice, and you can request it yourself from any agency that hasn’t sent one. Do that lookup on the specific parcel before you price it or offer on it, not after.

Common questions

How many Mello-Roos districts can sit on one Chula Vista parcel?

More than one. A city-formed Community Facilities District covering the village or phase is common in Otay Ranch and Eastlake, and a separate school district CFD, from Chula Vista Elementary School District or Sweetwater Union High School District, can sit on the same parcel at the same time. Each one is its own special tax with its own formula and its own end date.

How do I find which CFDs apply to a specific Otay Ranch or Eastlake address?

Start with the county Auditor and Controller's Active Mello-Roos Districts list, which names every fund number active in Chula Vista by agency. Then look up the parcel directly through the county's Special Assessments search, which breaks out each CFD line item by Assessor's Parcel Number.

What is a Chula Vista seller required to give a buyer about Mello-Roos?

Under Civil Code section 1102.6b, the seller must make a good faith effort to obtain the official Notice of Special Tax from each levying agency and deliver it to the buyer. The most recent property tax bill, which itemizes each CFD, is generally treated as an acceptable substitute.

Can I request the Notice of Special Tax myself instead of waiting on the seller?

Yes. Government Code section 53340.2 requires the agency that levies a special tax to provide a written Notice of Special Tax to anyone who requests one, within five working days, for a fee capped at fifteen dollars.

When does a Chula Vista CFD's special tax end?

It depends entirely on the district, and the only reliable answer is the one printed in that CFD's own bond documents or its Notice of Special Tax. Districts also get refinanced over time. In August 2025 the Chula Vista Municipal Financing Authority priced new bonds to refinance an existing special tax bond issue, which is a reminder that a term you read five years ago may no longer be current.
