Selling Strategy

What would Montebello's W. Victoria Avenue parking district mean for a home?

Selling or buying on W. Victoria Avenue? Review Montebello's proposed overnight parking district, permit fees, application steps and unconfirmed vote.

Buying or selling a home on W. Victoria Avenue between Morris Place and N. Wilcox Avenue brings a proposed overnight parking district into the transaction. The City Council was asked to adopt overnight permit restrictions for that street segment, but as of October 21, 2026, the city had not posted minutes or a vote result confirming its decision.

This is general information and not legal advice.

Has the parking district been approved?

The resolution was on the October 14, 2026 City Council agenda with a staff recommendation to adopt. As of October 21, 2026, the city had not posted minutes or a vote result for that meeting.

That distinction matters when you describe the property to a buyer. The City of Montebello meeting packet contains the staff report and draft Resolution No. 26-70. The draft’s vote lines are blank. Neither a staff recommendation nor a draft resolution establishes the council’s decision.

Before calling the district approved, check the city’s agendas and minutes page for a posted result. If the result remains unavailable, ask Public Works about the council’s action and any implementation schedule.

Under separate Item 7 at the same meeting, the council was asked to introduce and waive first reading of Ordinance No. 2493, updating ADU and JADU development standards in Municipal Code Section 17.10.280 consistent with State law, plus other zoning ordinances. The parking proposal does not supply ADU development standards; see the ADU rules guide for broader reading and ask the city for the standards and council action relevant to your property.

Which street and hours would the proposal cover?

The proposed district covers West Victoria Avenue between Morris Place and North Wilcox Avenue, with overnight restrictions and an exemption for permit holders.

The petition requested restrictions from 6:00 p.m. to 6:00 a.m. daily. The draft resolution specifies those hours daily, except holidays, unless otherwise modified by City Council action.

The proposed sign text reads “Preferential Parking District - Permit Required 6:00 p.m. to 6:00 a.m.”

The packet does not provide daytime permit rules, towing rules or citation amounts. For a showing, move or evening visit, ask Parking Enforcement what requirements would apply on the relevant date.

Why did this proposal reach the council?

The proposal began with a resident-initiated petition submitted July 21, 2026, with the required fees and verified signatures from households along the affected street segment.

Residents reported that overflow parking from nearby commercial properties and apartment buildings had reduced parking availability on their street. Notice letters dated September 15 went to parcel owners, and written comments were accepted through noon on September 28 through Public Works at [email protected].

The Traffic and Safety Commission held a public meeting on September 28. According to the draft resolution, it unanimously recommended council approval.

The staff report describes the process under Municipal Code Section 10.36: a resident petition, commission review and recommendation, then council authority to designate a district by resolution. Review factors include parking availability, off-street parking deficiency, area size, traffic impact and whether alternatives could work. Staff concluded that the proposed area met the full-block requirement, demonstrated need and support, and could not be addressed effectively through alternative measures.

How would permits and fees work?

Each qualifying parcel may receive four permits per calendar year: up to two Household Permits and up to two Visitor Permits.

The staff report’s proposed next steps distinguish between parcel types:

  • For single-household parcels, tenants apply directly.
  • For multi-dwelling parcels, property owners must apply first and allocate permits among tenants. Tenants then submit their individual documentation.

Parking Enforcement would verify residency, property-owner authorization where applicable, and required documentation. If you’re selling a multi-dwelling parcel, ask that office how the owner application and tenant documentation would be handled during a change of ownership.

The listed annual fee is $30 per household per calendar year, regardless of whether one or all four permits are issued. The draft resolution also includes applicable City Council approved and authorized increases, so ask for the fee in effect when applying.

Say an owner plans to sell a multi-dwelling parcel on the proposed stretch of W. Victoria Avenue. A buyer asks how tenants would get parking permits if the council approves the district. Under the proposed process, the property owner would apply first and allocate permits among tenants, who would then submit their documentation. The seller could share those steps, but the packet would not settle whether existing permits transfer. The buyer could ask Parking Enforcement how the application would work after the sale.

One replacement permit per parcel may be issued for $5, and the original permit would be invalidated. The packet does not explain whether existing permits transfer at a sale or tenancy change.

When would enforcement begin?

Citations would begin only after all signs were installed, residents had been notified and a minimum two-week transition period had passed.

Public Works anticipated installing signs within two to four weeks of council approval. That estimate depends on approval; it is not a confirmed installation date or citation start date.

Parking Enforcement would send written notices to all residences in the district. Those notices would cover permit requirements, permit types, annual fees, application instructions and the enforcement start date.

For a transaction, the written notice is the document to request when checking the proposed schedule against a closing or move. Ask whether it has been issued and what enforcement date it states. After implementation, Public Works and Parking Enforcement would monitor parking conditions.

What should you tell a buyer before a sale?

Tell a buyer what the packet proposes, give the status as of October 21, 2026, and identify the questions the packet leaves unanswered.

A useful description names the exact street segment, proposed overnight hours, holiday exception and permit process. It should also make clear that no posted vote result was available as of that date. Keep the California seller disclosure guide alongside the local packet when organizing questions about what to provide during the sale.

A buyer can ask Parking Enforcement how to apply after moving in, what documentation is required and whether any existing permit can transfer. The packet answers none of those transfer questions.

The short version

The W. Victoria Avenue district was proposed for the segment between Morris Place and North Wilcox Avenue, and its approval remained unconfirmed in the posted record as of October 21, 2026.

For a sale or purchase, confirm the council’s action, request any enforcement notice and ask Parking Enforcement how the incoming owner or tenant would apply. The proposed permit allowance and fee are documented. Transfer rules are not.
