Newport Beach has not approved the final map for the proposed 33 townhomes at 601 Dover Drive. The City Council is scheduled to consider it on November 10, 2026.
What the city is deciding
The council is being asked to approve Final Tract Map No. 19427, a subdivision agreement and construction bonds. The staff report says the map is for approval and filing with the County of Orange.
The Planning Commission approved the tentative map, project review and variance on February 5, 2026.
Where and who it affects
The approximately 1.61 acre site is at the northwest corner of Dover Drive and Cliff Drive, across from Castaways Park. The proposal would replace a medical office development with seven detached, three story buildings containing 33 townhomes.
The units would have two, three or four bedrooms and range from 1,355 to 2,247 square feet. The side property line abuts a residential neighborhood above a slope, where the plans show a larger than required side yard, a retaining wall and a tall hedge screen.
What it could mean for your property
Each residence would have a two car garage. Vehicle access is proposed from Cliff Drive.
Along Dover Drive, third floor primary bedrooms would extend about 10 feet 3 inches to 13 feet 4 inches into the 20 foot setback for upper floors. Along Cliff Drive, third floor primary bedrooms could extend up to 10 feet 2 inches into the 20 foot setback.
The city says the project’s trip generation is 231 average daily trips less than the existing medical office use.
The applicant must pay an in lieu park fee of $38,400 for each unit. The documents do not say whether that fee would be passed to buyers.
The developer must complete street, water and sewer improvements within 3 years of the subdivision agreement. The city may withhold occupancy permits until the improvements are complete. The builder must post performance and labor bonds of $652,968.00 each. These bonds let the city finish required public work if the builder does not.
Questions to ask before you buy or build
- Which setback encroachments apply to the unit?
- Could unfinished public improvements delay an occupancy permit?
- Which driveways and water easements affect the property?
What happens next
The City Council is scheduled to consider the final map, subdivision agreement and bonds on November 10, 2026. If approved, the map would be sent to the County of Orange for approval and filing.
