The project would bring 61 market rate, three-story townhomes of two to four bedrooms to 12722 Woods Avenue, with an HOA, on a church and school site. The Planning Commission approved it on April 22; on October 20 the City Council is asked to approve the final map.
What the city is deciding
The Council is asked to approve Tract Map No. 85156 and accept the dedications offered on it. A final tract map is the recorded map that legally creates the condominium lots. Staff found the map technically correct and consistent with the approved tentative map. Staff recommends approval after an improvement guarantee is executed.
Where and who it affects
The 2.52-acre site is on the east side of Woods Avenue, north of Firestone Boulevard and south of Imperial Highway. It is in the Triangle District of the Heart of Norwalk Specific Plan. The project has 61 market rate townhomes in nine buildings, with homes ranging from about 1,154 to 1,901 square feet.
What it could mean for your property
The homes would have two to four bedrooms and stand three stories, at about 40 feet tall.
Forty-six homes would have standard two-car garages. Fifteen would have tandem garages. The site would also have 15 open guest spaces. Woods Avenue would provide the only vehicle access through one 26-foot wide driveway.
An HOA must be created. It would maintain common landscaping, shared driveways and the exterior restoration of buildings, structures and walls. The documents do not state the dues. Planned common features include central open space, a pet park, perimeter pathways and 57 new trees.
The builder must pay $474,769 instead of providing parkland. The builder must also pay public art, sewer connection, park and recreation, and school fees before building permits are issued. The documents do not say these fees would be charged to buyers. They also do not mention whether a special tax district or assessment applies.
Questions to ask before you buy or build
- What are the HOA dues, and what do they cover?
- Does the property have a special tax district or assessment?
- Which garage layout and floor plan belong to the home?
- When would construction and sales begin?
What happens next
The Council meets October 20. Approval would be contingent on an agreement ensuring funding for new utility connections and reconstruction of the sidewalk, curb and gutter. No Council vote or construction date is in the documents.
