Rancho Cucamonga City Hall · what it means for owners

Would Rancho Cucamonga allow 100 townhomes on Etiwanda?

Rancho Cucamonga is considering 100 townhomes at Etiwanda Avenue and Candlewood Street, with smaller setbacks, private streets and shared open space.

Rancho Cucamonga would allow 100 townhomes on Etiwanda Avenue if the Planning Commission approves this proposal. The documents do not show a vote yet.

What the city is deciding

On October 14, the Commission is asked to approve a condominium map, building design and a variance, permission to depart from setback rules. Staff recommends approval, including smaller distances between buildings and the street along Etiwanda Avenue. Staff also recommends finding the project exempt from further review under the California Environmental Quality Act.

Where and who it affects

Aviana Meadow Townhomes would occupy 4.8 acres at the southeast corner of Etiwanda Avenue and Candlewood Street. Two existing commercial buildings would be demolished. The proposal includes 18 buildings, each three stories tall, with 76 homes containing three bedrooms and 24 containing four bedrooms.

The southeastern boundary borders a vegetation strip beside Interstate 15. Existing houses surround other parts of the site.

What it could mean for your property

For nearby owners, the requested building setbacks along Etiwanda Avenue would be about 41 to 45 feet instead of the required minimum of 55 feet. The project would add a sidewalk and parkway along Etiwanda Avenue and a parkway along Candlewood Street.

For buyers, the homes would be offered for sale, with living areas ranging from 1,663 to 1,815 square feet. Each would have a garage for two cars, a patio and a balcony. Shared amenities would include a playground, separate small and large dog runs, and picnic facilities. The documents do not say what homes or homeowners’ association dues would cost.

Two driveways would connect private streets to Etiwanda Avenue and Candlewood Street. The draft traffic study estimates 657 daily vehicle trips and finds no intersection improvements needed for its 2028 opening scenario. Draft approval conditions nevertheless require a contribution toward improvements at Etiwanda Avenue and Church Street. The study recommends turn lanes and signal changes for projected conditions in 2045.

The development would pay impact fees supporting public services and infrastructure. The documents do not give those amounts.

Questions to ask before you buy or build

  • What would the homeowners’ association charge and maintain?
  • How close would the proposed buildings be to the property being considered?
  • When would the intersection improvements be completed?

What happens next

The public hearing is scheduled for October 14, 2026, at 6 p.m. in Council Chambers. The documents do not say when construction would begin or finish.
