The city documents do not identify homes on or next to the vacant Canyon Springs parcels, and no development is proposed now. They show offices, commercial uses and vacant land around the sites.
What the city is deciding
The City Council heard the item on October 20, 2026. A later city report says both resolutions, covering General Plan and specific plan amendments, were approved at that hearing. The council also unanimously approved introducing the zoning map ordinance.
A specific plan sets land use and development rules for a defined area. The amendments move equal areas between the Canyon Springs business park and healthcare campus plans.
Where and who it affects
The sites are in Ward 2. Site 1 consists of two adjoining parcels totaling 3.9 acres on the south side of Campus Parkway, between Corporate Center Place and Canyon Park Drive.
Site 2 covers 3.9 acres on the east side of Canyon Park Drive, between Campus Parkway and Gateway Drive. All three parcels are vacant.
What it could mean for your property
Site 2 moves into the business park plan and an area intended for professional offices. A future Altura Credit Union headquarters expansion could be developed there. The city has not provided development plans, a timeline, building heights, traffic details or fees.
Site 1 moves into the healthcare campus plan. The city says the swap still allows the planned medical campus to reach its full potential. That long range plan includes a hospital, medical offices, assisted living and senior housing.
Future development must meet the standards and approval requirements of the specific plan covering each site. The city anticipates no fiscal impact from the land swap.
Questions to ask before you buy or build
- Which specific plan covers the parcel?
- What approvals would a proposed project require?
- Has the zoning ordinance received final adoption?
What happens next
Adoption of the zoning map ordinance is on the November 10, 2026 City Council agenda. Its adoption was still pending when the documents were checked.
