Selling Strategy

What does Laguna Hills' Beckenham Park permit parking mean for buyers?

Buying or selling near Beckenham Park? Check Laguna Hills' approved permit area, overnight parking rules, sweeping hours, fees, and steps after closing.

If you’re buying near Beckenham Park, check the street parking rules before counting on overnight curb space. Laguna Hills approved a residential permit parking area on September 8, 2026. Within the covered streets, the draft resolution requires a permit for parking from 10 p.m. to 6 a.m. A seller’s permit doesn’t transfer with the house.

This is general information and not legal advice.

What did the council approve?

The Laguna Hills City Council voted 5 to 0 to approve the Beckenham Park permit parking recommendation with corrections to the resolution.

That qualification matters. The draft in the city agenda portal explains the proposed boundaries and terms, but the adopted wording may differ. Ask the City Clerk for the adopted resolution when checking a particular property.

Voice of OC also covered the permit rollout. For a purchase or sale, use the adopted resolution and posted signs to check the actual street restrictions.

Which streets and parking hours are covered?

The draft covers Luton Street, Via Balboa and Calle Carmel, plus parts of Avenida Avalon, Hendon Street, Camberwell Street, Costeau Street and Wilkes Place.

The partial street boundaries are:

  • The south side of Wilkes Place, one short block.
  • Costeau Street from Camberwell Street to Hendon Street.
  • Camberwell Street from Wilkes Street/Costeau Street to Hendon Street.
  • Part of Avenida Avalon.
  • Hendon Street from Calle Carmel to the street’s northeast knuckle.

Don’t assume an entire street is included because its name appears here. Check the adopted boundary and signs for the stretch beside the home.

The draft prohibits overnight parking without a permit from 10 p.m. to 6 a.m. It also establishes no parking on the second and fourth Tuesday of each month from 8 a.m. to noon for street sweeping, including for permit holders. Permit parking remains subject to the existing 72-hour parking prohibition.

Say a buyer considers a home on one of the partially covered streets and expects to park at the curb overnight. The street name alone would not establish whether the curb beside the home falls within the permit area; the adopted boundaries and posted signs would clarify that question. Under the draft rules, parking on a covered stretch from 10 p.m. to 6 a.m. would require a permit. Even with a permit, the buyer would face the sweeping restriction on the second and fourth Tuesday from 8 a.m. to noon, along with the existing 72-hour parking prohibition.

Who can get a permit, and what does it cost?

Under the draft, residents of the listed streets who are 18 or older may apply, with one permit available per vehicle registered to a resident of the property.

Applications go to the City Engineer or a designee. Eligible vehicles are personal passenger vehicles, including pick-up trucks under two-ton capacity. Construction and commercial vehicles don’t qualify.

A resident permit lasts one year. It is issued to the registered vehicle owner and remains valid while that person owns the vehicle and resides within the established permit area. Permits are non-transferable.

Each residence may receive up to four guest placards. Unlimited one-day special event permits are available upon request. The draft also allows permits for private service personnel as specified in the municipal code.

The staff report states an annual fee of $25 each. The draft applies an administrative fee to each vehicle-registered or guest permit, or replacement, under the city’s fee schedule. Ask Public Works how that schedule applies to the permits you need.

What should a buyer do after closing?

After closing, apply as a resident rather than relying on the seller’s permit.

Ownership of the house doesn’t transfer a permit tied to another person’s vehicle and residency. Before closing, ask Public Works what application materials to prepare and how to handle parking while an application is pending. The sources don’t explain that transition.

Say a buyer plans to use curb parking overnight after closing. The seller has a permit, but that permit is non-transferable. The buyer would apply as a resident for an eligible vehicle registered to them and ask Public Works how to handle the application period. If guests need overnight parking, the buyer could ask about guest placards or one-day event permits. On a sweeping Tuesday, those permits would still leave the curb unavailable from 8 a.m. to noon.

The Residential Parking Permits page says residents should continue using existing residential permits that expire in 2026 until further notice. That instruction doesn’t make a seller’s permit transferable.

The page lists a new online permit system as coming soon. Contact Laguna Hills Public Works at (949) 707-2650 for current instructions. The sources don’t say whether permits from other Laguna Hills areas work here.

How did these streets qualify for a permit area?

The Laguna Hills Municipal Code requires a city-created petition with support from at least 67 out of every 100 property owners.

The larger petition group returned 115 ballot-petitions out of 239 residences, falling short for the whole area. Sunset Place West, Sunset Place East and Sunset Place returned 39 of 68, also short of the threshold. Sunset Place did not receive a permit area.

Staff then combined contiguous streets with different levels of support so the resulting area met the threshold. The council selected “Combination 5A.” Salford Street, Derby Circle and York Circle were in the petition group but aren’t in the approved street list.

For comparison, the Alhambra permit district guide concerns another city’s program. Use Laguna Hills’ documents for this property’s rules.

What remains open, and what changed on Laguna Hills Drive?

The enforcement start date remains unstated, and the council directed educational letters, a warning period and a review in approximately six months.

Ask Public Works whether letters have gone out and what warning schedule applies. The six-month report is intended to review the program’s effects.

The council asked about waiving fees, and staff estimated a citywide waiver would cost about $37,500 annually, assuming 1,500 permits. The sources show that cost estimate and no adopted waiver.

Separately, on September 22, 2026, the council voted 4 to 1 to change parking on the north side of Laguna Hills Drive between Indian Hill Lane and Paseo de Valencia. The decision removes part of the “No Parking Anytime” zone, shortens the permit-only zone and adds sweeping restrictions. Staff estimated approximately 46 unrestricted stalls in total, intended to serve nearby apartment complexes and lessen displaced parking near Beckenham Park and Sunset Place.

What can a seller share with a buyer?

A seller can share the public resolution and point the buyer to posted street signs.

Explain which street segment applies, then let the documents establish the restrictions. The sources state no seller disclosure requirement for this permit area. For broader disclosure questions, consult the California seller disclosure guide and ask how the parking documents fit into the sale.

HOA parking rules, if any, are separate from city street rules and should be checked separately using the HOA disclosure guide.

The short version

Buyers should verify the covered curb, plan for overnight permits and keep sweeping hours clear.

Sellers can provide the adopted resolution and posted restrictions. Confirm current applications and enforcement timing with Public Works, especially because approval included corrections and the online portal was listed as coming soon.

Common questions

Does the seller's parking permit transfer with the house?

No. The draft resolution makes permits non-transferable and ties a resident permit to the registered vehicle owner living within the permit area. A buyer should apply as a resident after closing.

Can a permit holder park during street sweeping?

No. The draft establishes no parking on the second and fourth Tuesday of each month from 8 a.m. to noon, including for permit holders.

How much does a residential parking permit cost?

The staff report states an annual fee of $25 each. The draft applies administrative fees to vehicle-registered permits, guest permits and replacements under the city's fee schedule.

When does enforcement begin?

The sources give no enforcement start date. The council directed educational letters and a warning period. Ask Public Works about the current schedule.
