If you’re comparing a home purchase with housing proposed in Laguna Hills, the city’s October 27, 2026 Development Application Status Report gives you specific projects to check. It separates a pending request for 100 attached single-family residential units from approved projects with different plan-review statuses. Approval, submitted plans and issued permits are separate entries in this report.
This is general information, not legal or tax advice.
What does the city’s status report establish?
The report identifies new and pending major development applications that will require a public hearing and gives status updates on approved projects. Its stated purpose is to keep the City Council informed about certain projects based on their potential community impacts.
The City of Laguna Hills staff report, titled “Issue: Development Application Status Report,” appears on packet pages 64 to 67 of 102 in the October 27 agenda packet. It was on the October 27 consent calendar as a receive-and-file item, Item 4.7. The documents available on October 29 do not show how the council voted.
For your purchase research, read each project’s description alongside its status line. A unit count tells you the scale described in the report. The application status tells you where that particular request stands. Neither supplies a construction completion date or a price for a future home.
A Laguna Hills resident asked us about a housing project she believed had already been approved near her neighborhood. She had seen it listed in the city’s development status report but was unsure what the reported status meant. We reviewed the entry together because a project in the pipeline may still be under review, approved but unbuilt, or progressing through later permits.
What is pending at Plaza Pointe and South Pointe?
A request for 100 attached single-family residential units is pending at 23172 Plaza Pointe Drive and 23421 and 23441 South Pointe Drive. The report identifies it as case USE-0264-2026, with the application labels SDP/TTM.
The application was formally submitted on May 14, 2026, and deemed complete on October 16, 2026. Staff is reviewing the project for consistency with city regulations. The report says the item will be scheduled for a public hearing when ready.
The application is complete, but the project is not yet approved. When checking its progress, ask for the public hearing documents and the current status of USE-0264-2026.
The report calls these “attached single-family residential units.” It does not identify them as condominiums or townhomes, or say whether they will be offered for sale or rent. If either distinction matters to your search, make it a question for project documents rather than an assumption.
What is approved at 25254 La Paz Road?
The report lists an approved development of 180 age-restricted, multiple-family dwelling units at 25254 La Paz Road, with the status “No plans submitted.” The case number is USE-0147-2023, labeled SDP.
The building description is specific: approximately 61 feet tall, six stories, and two parking levels, including one subterranean level. The report lists 250 parking spaces. Its approval date is listed as September 23, 2026; the report does not identify that date as a council vote or a staff action.
For a buyer or investor, both the age-restricted label and the plan status belong in any comparison. The approval date alone supplies no construction schedule.
When checking a later update, use the address and case number together. Ask whether the “No plans submitted” status has changed and request the document that records the change.
What is approved at Oakbrook Plaza?
Oakbrook Plaza has an approved 240-unit senior living apartment complex at 24422 Avenida de la Carlota, and its status is also “No plans submitted.” The report lists case USE-0166-2023, labeled SDP/TPM/PUP/PP, with an approval date of January 27, 2026.
The proposed building is described as a seven-story, podium-style development. The report specifies four residential levels above four parking levels, including one subterranean parking level.
The existing office building will remain, with its parking provided in the new parking structure.
This is a senior living apartment project in the report. Don’t substitute a different housing category when comparing it with the pending attached single-family proposal. For timing, the relevant entry remains the same: no plans submitted as of the report date. Ask for the latest project documents under USE-0166-2023 to check whether that entry has changed.
Where does the 480-unit Mill Creek Drive project stand?
The 480-unit Mill Creek Drive project is approved, with demolition and some residential plans in review, but the report says “No Building Permits issued.” Case USE-0209-2025, labeled SDP/VTTM, has an approval date of February 24, 2026.
The listed addresses are 23272, 23282, 23422, 23382 and 23332 Mill Creek Drive, plus 24461 and 24411 Ridge Route Drive. The development includes 259 attached single-family units and 221 multi-family units, including 24 affordable units for very low income households. The description also lists waivers of development standards under State Density Bonus Law.
Plans include a six-story, 380-stall parking structure on Lot 4 and joint use of parking facilities between residential uses on Lots 2 and 3. Seven existing office buildings and surface parking are to be demolished. Demolition plans and plans for 23 attached single-family units on Lot 1 are in review.
What is the status of the smaller Mill Creek project?
The 36-unit project at 23161 Mill Creek is approved, with plans under review and no building permits issued in the October 27 report. Case USE-0211-2025, labeled SDP/VTTM, has an approval date of February 10, 2026.
Its description is redevelopment of a 2.34-acre commercial office property with 36 residential units. The Building Division entry says plans to demolish the office building are in review. Plans for 18 attached single-family units are also in review.
The 36 units describe the approved project; the 18 attached single-family units appear in the plan-review entry. The report gives both figures, but it does not say that all residential plans have reached the same stage.
Use the case number when requesting an update so the response addresses this property rather than the larger Mill Creek Drive development. For either project, the report’s permit statement is dated information. Ask which residential plans are currently in review and request the latest Building Division status for the case.
What should you check before using this report in a purchase decision?
You should check the current project documents and keep missing purchase details separate from the report’s verified application information. The report directs readers to the city’s planning projects page for project documents.
Start with the case number, address and latest status. Ask what has changed since October 27, whether plans have been submitted or remain in review, and whether building permits have been issued.
The report supplies no prices, unit sizes, HOA dues, construction start or finish dates, school effects or traffic effects. It also does not establish whether a project will be built as approved. For any purchase detail you need, ask which current document supplies it.
For your broader comparison, use the guide to builder closeouts versus resale. Keep questions about HOA documents with the California HOA disclosure guide, and property-tax questions with the supplemental property tax bill guide.
The short version
The report shows one pending 100-unit housing request and approved housing projects at distinct stages of plan review. La Paz Road’s 180 age-restricted units and Oakbrook Plaza’s 240 senior living apartments have “No plans submitted” entries. The 480-unit and 36-unit Mill Creek projects have plans in review and “No Building Permits issued” entries.
Use those distinctions when comparing future housing with a purchase available to you. Keep each project’s housing type, count and dated status intact, and ask for current documents before relying on timing.
