If you’re considering a home at North River Farms, or College Bridge is part of the area you’re evaluating, the construction signs no longer give you a completion estimate. The direct answer is that work on the north side of the bridge is on hold while Lennar awaits a U.S. Army Corps of Engineers Section 408 permit.
The south side is open for public use, and pedestrian and cyclist access remains available there. As of November 4, 2026, Oceanside had not posted a new completion date for the full project.
This is general information and not legal advice.
Why is the north-side work on hold?
North-side work is on hold because the U.S. Army Corps of Engineers has not yet issued the required Section 408 permit.
In its College Bridge Improvement Project Updates, the City of Oceanside said on October 15, 2026, that the developer was actively responding to the Army Corps’ comments and requests for clarification about the permit application. The City also said it continued to coordinate with the developer and the Army Corps to help expedite the permitting process and minimize further delays.
An August 31 update connected the next construction phase to both the Army Corps’ levee study and issuance of the permit. The City does not report what the study found or when the permit will be issued. It also does not describe the permit beyond saying that it must be issued before north-side work can continue.
The completion timing is uncertain because the City says a revised construction schedule will follow permit approval, but it gives no date for that approval.
North Coast Current’s local coverage also reported that the Lennar-funded widening was on hold pending the permit and that Oceanside had removed the earlier completion estimate.
What part of College Bridge is open?
The south side of College Bridge is open for public use, with pedestrian and cyclist access remaining available there.
The City’s August 31 update said some improvements were still being completed after the south side opened. The August 27 update had described the planned opening as a full, off-road path for pedestrians and cyclists and said north-side improvements would pause until the Army Corps issued the required work permit.
That opening followed a July 13 update in which the developer, Lennar, anticipated opening the south side by the end of August 2026. The City’s August 31 update confirms that it opened.
The City’s page does not say that the entire bridge improvement project is complete. It distinguishes the open south side from the north side, where work remains paused. Buyers should keep that distinction in mind when reading older updates or references to a bridge opening.
What improvements are planned for the bridge?
The project is planned to expand the roadway from two travel lanes in each direction to three travel lanes in each direction and add cantilevered sidewalks on both sides.
Those are the improvements identified by the City. The City’s project page does not provide a street address for College Bridge, so it does not support assigning the project to a specific street.
The City’s background also says the project has experienced several schedule delays. It attributes those delays to utility coordination, utility infrastructure relocations and federal regulatory permitting requirements. No project cost is given.
The open south side does not mean every listed improvement is finished. The August update said some work was still being completed there, while construction on the north side depended on the Army Corps completing its levee study and issuing the Section 408 permit.
How is the bridge connected to North River Farms?
The bridge work is a required infrastructure improvement associated with Lennar’s North River Farms residential development.
Oceanside describes the College Bridge Improvement Project as privately funded and managed, with the homebuilding company Lennar leading it. That makes the bridge project connected to the development, but it does not establish that the current permit delay changes any particular home purchase.
A California Department of Fish and Wildlife notice describes the North River Farms Planned Development Plan as a mixed-use development with up to 689 dwelling units, a boutique hotel, an education center, commercial uses and agricultural uses. The notice places the development south of North River Road, north of the San Luis Rey River and east of Stallion Drive in Oceanside.
That state notice does not mention College Bridge. The connection between the bridge improvements and North River Farms comes from the City’s bridge project page, not from the state notice.
Does the delay change a buyer’s purchase?
The City’s update does not say that the bridge delay changes home sales, closing dates, occupancy permits or buyer costs.
The City’s page also says nothing about a community facilities district, so a buyer who wants to know about special taxes should ask Lennar and read the buyer notice for that home. The Mello-Roos guide provides separate background, but it does not answer the Section 408 permit question.
A buyer should avoid treating the construction pause as proof that a closing will move or that a cost will change. There is no support for either conclusion on the City’s project page. A buyer who needs an answer about a particular home can ask Lennar directly and can ask the City whether it has information applicable to that purchase.
The City’s page also provides no basis for claims about commute times, traffic effects, safety or home values.
What should a North River Farms buyer verify?
A North River Farms buyer should verify the current bridge schedule separately from the details of the home purchase.
The City says new informational signs will show a revised construction schedule and anticipated completion date after the Section 408 permit is approved. Until that happens, an older completion reference should not be treated as the current schedule.
For a broader look at what to check before buying a new construction home, the new construction guide for Menifee may help frame questions, though it addresses Menifee rather than Oceanside.
A buyer asked us whether the College bridge project had been canceled after hearing that work was on hold. Her concern was how long nearby traffic and access might remain uncertain. We explained that a hold pauses progress but does not, by itself, tell us whether the project has been abandoned, redesigned or delayed pending another decision.
Why do some City statements show different timelines?
The City’s page contains an older December 2026 statement and a newer update saying the completion schedule will be revised after permit approval.
The unchanged background paragraph says the bridge was expected to be completed in December 2026. The October 15 update, however, says informational signs were changed to remove the previously posted estimated completion date to avoid confusion. It says the signs will be updated with a revised construction schedule and anticipated completion date after the Section 408 permit is approved.
The October 15 update is the latest status on the page: north-side work remains on hold, and no replacement completion date is posted. December 2026 should not be presented as the current expected completion date.
As of November 4, 2026, the outcome remains pending. Check the City’s project page for a permit update, a revised schedule and a new anticipated completion date.
The short version
The north side of College Bridge is on hold until the U.S. Army Corps of Engineers issues a Section 408 permit, while the south side remains open for public use and for pedestrian and cyclist access.
Lennar funds and manages the work as a required infrastructure improvement associated with North River Farms. Oceanside has removed the earlier completion estimate from project signage and has not posted a new date. The City page does not say that the delay affects home sales, closings, occupancy permits, buyer costs, traffic, commute times or property values.
If you’re evaluating a purchase, check the City’s latest update and ask Lennar and the City about the specific home. For a separate estimate of a property’s current value, use the home value tool.
