Quartz Trail’s 80 parcels are expected to pay a special tax. The estimated amount is about $4,120 to $5,196 per parcel in fiscal year 2027/28, depending on the home’s size.
What the city is deciding
The Council was asked to authorize special tax bonds for Community Facilities District 2025-2 and approve related bond documents. A community facilities district is a special district authorized to levy a special tax. The proposed bonds have an estimated principal amount of about $5,050,000 and a final maturity of September 1, 2056. The proceeds would finance public improvements benefiting development within the district.
Where and who it affects
The district covers about 26 gross acres in the Quartz Trail community, southeast of Holland Road and Evans Road. Quartz Trail includes 80 detached single-family homes developed by Lennar Homes of California, LLC. As of August 20, 2026, 61 homes had been conveyed to individual homeowners, while Lennar Homes owned three model homes and 16 production homes under construction. The district covers Quartz Trail only.
What it could mean for your property
The special tax is expected to be about $4,120 to $5,196 per parcel in fiscal year 2027/28. The amount depends on the size of the home. The tax can rise each year, up to a yearly cap set out in the report.
The bonds would be paid from special taxes levied in the district. The City’s General Fund would not pay the bond costs. District administration would also be funded through the annual special tax levy.
The city’s good faith estimates list $5,050,000 in principal, $340,750 in third party fees and costs, and $4,161,562 in proceeds after those costs and any reserve. The estimated total payment through final maturity is $11,811,237. The documents do not give home sale prices or say whether buyers receive disclosure notices.
