Owners of new homes in projects that join the district would pay it, starting at a maximum of $525 a year for a single family home. An existing Menifee home is not taxed unless its owner agrees to annex the parcel.
What the city is deciding
On October 21, the City Council is asked to declare its intention to establish Community Facilities District No. 2026-S. A community facilities district, often called Mello-Roos, adds a special tax to the property tax bill. It is on the consent calendar, where routine items pass in one vote unless pulled. It is only the first step.
Where and who it affects
The potential annexation area covers Menifee, but a parcel can be annexed and taxed only with the unanimous consent of its owner or owners. In June 2026 the Council indicated that new residential developments without conditions of approval will be expected to annex. The first project is Cypress Sands,: 126 market rate and 6 affordable homes at Chambers Avenue and Antelope Road.
Public land, association common areas and nonresidential property are exempt. An accessory dwelling unit on a single family lot is not taxed as a separate home.
What it could mean for your property
For the 2026-27 fiscal year, the maximum annual tax is $525 for a single family home, $411 for a multi family home and $150 for an affordable home. The rate document says the maximum rises each July by four cents for every dollar of the previous maximum. That would take the $525 maximum to $546 after the first increase. The staff report says the increase is subject to yearly City Council review.
Land without a building permit issued by May 1 is not taxed that year.
The money pays for police, fire and paramedic services, not bonds. The tax continues as long as those services are provided. It is collected with ordinary property taxes, with the same penalties and a continuing lien.
Questions to ask before you buy or build
- Has the parcel been annexed into CFD No. 2026-S?
- What special tax amount applies to the home?
- Is the property exempt under the district rules?
What happens next
The Council is asked to set a public hearing for December 2, 2026, at 6:00 p.m. in the City Council Chambers at 29844 Haun Road. Interested people may appear and be heard. If the Council forms the district, a landowner election follows, with one vote for each acre or portion of an acre.
