A home listing gives you an address, but it doesn’t answer what the streets between that home and a school are like. Menifee’s published plans offer useful starting points: recorded crashes, identified sidewalk gaps and recommendations for crossings. They don’t offer a ranked list of intersections near schools.
The distinction matters before you turn a citywide crash table into a conclusion about a property. Start with the address and the assigned school, then read the records for the streets you would actually use.
Does the city’s road safety plan rank streets near schools?
Menifee’s Local Road Safety Plan ranks intersections and road segments citywide by crash count, but it does not connect those rankings to named schools.
The plan, dated August 2022, identifies areas for further safety evaluation across the transportation network. Its goals include identifying areas with a high risk for crashes and defining safety projects for funding consideration.
Schools enter the discussion elsewhere. Menifee Union School District participated in the stakeholder group. Public comments called for traffic signals along arterials and for crosswalks, sidewalks and bike lanes around school and residential areas.
The plan also recommends high-visibility crosswalk markings at key destinations, completed crosswalks at signalized intersections and implementation of Safe Routes to School recommendations. Those are planning strategies. They aren’t school-by-school crash findings.
For a buyer, the useful question is which recorded conditions and proposed improvements apply to the route from a particular home.
What does the intersection table actually show?
Table 5 shows total recorded crashes at ranked intersections from January 2016 through December 2020, rather than crash rates adjusted for traffic volume.
The figures came from Crossroads software, extracted on February 25, 2022. The plan reports 1,986 collisions within Menifee during the study period, including 24 fatal collisions and 78 severe injury collisions.
Its explanation of the ranking is direct:
“The tables are ordered by the number of collisions that occurred at that segment or intersection.”
The plan also gives this qualification:
“To be statistically significant, only locations where more than two collisions occurred are represented. At locations with two or less collisions, random chance can account for crash history as much or more than specific roadway characteristics.”
These are the signalized intersections in Table 5:
| Intersection | Recorded crashes, 2016 through 2020 |
|---|---|
| Haun Road and Newport Road | 68 |
| Antelope Road and Newport Road | 65 |
| Menifee Road and Highway 74 | 44 |
| Bradley Road and Newport Road | 28 |
| Murrieta Road and Newport Road | 27 |
| Avenida de Cortez and Newport Road | 26 |
| Encanto Drive and McCall Boulevard | 25 |
| Menifee Road and Newport Road | 23 |
| Trumble Road and Highway 74 | 21 |
| Haun Road/Zeiders Road and Scott Road | 19 |
The table does not identify any of these intersections as near a school. A higher count is a reason to inspect the record, not a measured crash risk for a home.
Which city document names individual schools?
The adopted Active Transportation Plan, dated December 2020, includes individual school project sheets with pedestrian and bicycle infrastructure recommendations.
Its crash analysis uses a different source and period: Statewide Integrated Traffic Records System data for 2014 through 2018. Keep those figures separate from the road safety plan’s all-crash totals for 2016 through 2020.
The school project sheets mention two reported pedestrian collisions and five bicycle collisions in the areas surrounding Bell Mountain Middle School. Callie Kirkpatrick Elementary’s sheet mentions one of each. Mesa View Elementary’s sheet identifies one mile of missing sidewalk and two pedestrian collisions.
The text doesn’t define the radius used for those surrounding-area crash counts. Small counts over that period cannot support a school ranking.
The plan also says collisions on off-street paths are absent from the dataset. It notes that pedestrian and bicycle collisions are known to be under-reported and are likely under-represented in its analysis. Read the sheets for the infrastructure they identify as well as the crashes they record.
What did the Menifee Valley Middle School assessment find?
The 2023 school-area assessment counted one pedestrian crash and six minor injury bicycle crashes within its workshop boundaries for 2018 through 2022.
Menifee requested the assessment near Menifee Valley Middle School. California Walks and UC Berkeley SafeTREC prepared the Community Pedestrian and Bicycle Safety Training report after a workshop held at the school on August 23, 2023.
The focus area ran from Holland Road to Scott Road and from Murrieta Road to Bradley Road. The counts concerned police-reported injury crashes involving pedestrians or bicyclists. Data for 2021 and 2022 was provisional as of July 2023.
Citywide, the same report counted 45 pedestrian crashes and 45 bicycle crashes during those years. A small count inside the workshop boundary isn’t a safety guarantee.
The assessment examined Garbani Road from the school toward Evans Road and from Murrieta Road. Recommendations included completing sidewalks on both sides of Garbani, installing bike lanes, adding crossing treatments at Garbani and Evans, and reevaluating the Murrieta and Garbani intersection. These were project-team recommendations, not adopted city projects.
Do the school projects show that improvements are finished?
The available Safe Routes to School notices describe proposed projects, without establishing that construction is complete.
Notices of Exemption for Romoland Elementary and Harvest Valley Elementary projects were received and posted on November 18, 2024. The Romoland notice describes sidewalks, enhanced crosswalks, curb extensions, streetlights and ADA ramps.
The Harvest Valley notice describes about 5,400 linear feet of new sidewalk, roughly 10,400 feet of bike facilities, ten high-visibility crosswalks and more than 15 ADA ramps, along with streetlights and flashing beacons. Its corridors include portions of Watson Road and Briggs Road.
Use those notices to form a specific question for Public Works: which elements have been built, and which remain proposed? The road safety plan page lists 951-672-6777 as the department’s contact number. Keep the notice and the answer together when reviewing the route.
How can you check reported crashes near a home?
You can use UC Berkeley SafeTREC’s free TIMS service to examine reported crashes around a specific address and its connecting streets.
TIMS requires a free account and offers SWITRS Query & Map, SWITRS GIS Map and a Safe Routes to School Map. Its data comes from crash records collected and maintained by the California Highway Patrol.
TIMS data runs 12 to 18 months behind. The service posts the latest available CHP extract each quarter, but that extract can remain incomplete. Provisional counts can increase before CHP finalizes the records. Map dots are approximate placements derived from street descriptions.
Record the years, crash types and geographic area you select. Compare the route with the relevant project sheets, then check the physical crossings and sidewalk connections. A map search documents reported crashes; it doesn’t calculate risk for your address.

How do you confirm which school serves the address?
You should check the specific home address with the relevant district because Menifee is served by more than one school district.
Menifee Union School District’s Find Your School page provides an address locator and boundary maps labeled 2026-27. The same page notes that the governing board approved new Kathryn Newport Middle School attendance boundaries on December 13, 2022, effective July 1, 2023, so use the applicable school year.
Perris Union High School District also provides a Find My School button. The Active Transportation Plan’s school table lists some Menifee schools under the Romoland Elementary district and others under Menifee Union Elementary, which is why the address check matters.
Once the assignment is confirmed, trace the route and identify crossings worth checking. Keep that research alongside your other purchase documents. Related reading includes NHD reports and the California seller disclosure guide.
The short version
Menifee’s plans provide crash records and school-area infrastructure recommendations, but they do not rank intersections near named schools.
Keep each document’s years and boundaries attached to its numbers. Confirm the assigned school, examine the route in TIMS and ask about the status of proposed improvements. The Menifee Valley Middle School assessment offers a concrete school-area example, with provisional recent-year data and recommendations that still need to be distinguished from completed work.
