Rancho Cucamonga City Hall · what it means for owners

Can a Haven Avenue lot in Rancho Cucamonga become three home lots?

Rancho Cucamonga heard a plan to divide a vacant Haven Avenue parcel into three numbered lots. The posted documents do not show any decision.

It could, but the decision is not on the record yet. The Rancho Cucamonga Planning Commission heard the proposed lot split on October 14, and the documents posted so far show no vote. The map would create three home lots but would not approve any house.

What the city is deciding

Staff asked the Commission to approve a tentative parcel map, the first step to divide one parcel into a few lots. No application for homes is included.

Where and who it affects

The vacant site covers about 1.4 gross acres at Haven Avenue and Wilson Avenue. It is in the Very Low Residential Zone and Equestrian Overlay Zone, like its neighbors. Each numbered lot would be about 20,200 square feet, above the 20,000 square foot minimum. Lot depth and average lot size fall short of today’s standards, which staff say is allowed because the parcel was legally created in 2004. The lots would step down with the Haven Avenue slope.

What it could mean for your property

The map would create shared access from Wilson Avenue using a 26 foot wide driveway along the western rear portion of the property. A five foot drainage easement would run beside it.

Under the draft conditions, the private access road and drainage improvements would be owned and maintained by the property owners or a homeowners association.

The lettered lot would dedicate about 1,574 square feet to the city. This would allow that part of Wilson Avenue to be widened and make room for a future community trail. Its construction would be set with a future development application.

No homes, retaining walls or final pad elevations are approved through this map. Future development must follow both zoning districts, undergo separate review and pay the fees in effect at that time.

The staff report says no public comments were received, but an attachment includes one objection from a neighbor whose home sits below the parcel. It raises traffic, construction, privacy, wildlife and runoff concerns.

Questions to ask before you buy or build

  • Is the property subject to shared access, maintenance and drainage easements?
  • What grading and drainage plans would control runoff toward homes below the parcel?
  • When could the Wilson Avenue trail and parkway improvements be built?

What happens next

The documents do not describe an appeal process. A draft condition says the map has a time limit unless a complete final map is filed within three years after approval or an extension is granted.
