If approved, Oakcrest would add 257 homes on Twin Oaks Valley Road in San Marcos: 145 on individual lots and 112 cluster homes. The documents do not show approval yet.
What the city is deciding
The Planning Commission was asked on September 21 to recommend approval; the City Council decides. The package would change the land use and zoning, adopt a specific plan (a rulebook for the site) and approve a subdivision map. The packet’s resolutions are drafts with blank vote lines.
Where and who it affects
The vacant 136.1-acre site is west of North Twin Oaks Valley Road between Legacy Drive and Deerbrook Drive. Homes sit to the north and south, and a golf course to the east. Individual-lot homes would run 1,910 to 3,234 square feet on lots of 4,743 to 12,185 square feet. Cluster homes are two stories, 1,465 to 2,117 square feet. No prices are given.
What it could mean for your property
- Traffic: the plan adds a signalized driveway, a bike lane and a bike and pedestrian path along the road. The environmental report finds a significant effect on vehicle miles traveled (miles driven per person) that cannot be fully offset. Approval would require the city to formally justify accepting it.
- Park and open space: the developer would build a 6.2-acre public park, and the city would run it. About 52 acres of open space would be protected permanently.
- Costs: conditions require joining special tax districts for fire and paramedics, police and congestion management. Amounts and HOA dues are not stated. The developer pays school fees. The school district reported Mission Hills High over capacity, with room at Twin Oaks Elementary and Woodland Park Middle.
- Fire: the site is in a CAL FIRE Very High Fire Hazard Severity Zone. The fire plan rates occupants’ wildfire risk low to moderate, with ignition-resistant construction and a 150-foot fuel zone. The environmental report calls fire insurance outside its scope.
- Construction: a temporary rock crusher is proposed. Blasting needs a Fire Department permit, on weekdays, 9 a.m. to 4 p.m.
Questions to ask before you buy or build
- What special tax amounts and HOA dues apply to the lot?
- The whole site is in a Very High Fire Hazard Severity Zone: what do insurers quote for a home there?
- Which school is the address assigned to?
