Temecula City Hall · what it means for owners

Will Temecula give up parts of three street rights of way?

Temecula is considering giving up small parts of three street rights of way to align streets with an approved map. City Council action comes later.

Temecula has not yet given up these parts of Joseph Road, Rita Way and Seraphina Road. The Planning Commission vote was not posted when checked, and the City Council must complete the actual vacation later.

What the city is deciding

The Planning Commission considered whether giving up the street areas would conform with Temecula’s General Plan. A vacation means the city gives up street right of way that it says is not needed for public street purposes. The proposed action covers an approximate 667 square foot area and an approximate 81 square foot area.

Where and who it affects

The areas are near the southwest corner of Joseph Road and Rita Way. They relate to an approved development with 113 single family lots, including five affordable lots, and eight open space lots on 17.57 acres.

The city says there are no public utilities or public service easements in the proposed vacation areas. The documents do not say whether any existing homes border them or who would receive the land.

What it could mean for your property

The vacations would align the streets with the right of way approved in Vesting Tentative Tract Map 38908. The Joseph Road and Rita Way area would help align the eastern side of Joseph Road with the city standard for a local street. The Rita Way and Seraphina Road area would align the street knuckles, which are the rounded connections where streets meet, with another city standard.

The Planning Commission action does not itself give up the land. Its role is to report whether the proposal conforms with the General Plan before the City Council considers the vacation.

The documents state no effects on fees, prices, schools, taxes or traffic. They also do not identify the developer.

Questions to ask before you buy or build

  • Does the property border either proposed vacation area?
  • How does Vesting Tentative Tract Map 38908 show the nearby street boundary?
  • Who would receive the vacated land?

What happens next

The Planning Commission’s result from November 4, 2026, was not posted when checked. If adopted, its report must be forwarded to the City Council within 40 days. The City Council would consider the actual vacations later, but the documents do not give a Council date.
