Torrance City Hall · what it means for owners

Which Torrance streets get new water mains near 190th and Prairie?

Torrance is considering new water mains near 190th Street and Prairie Avenue. Posted documents do not show the Council vote or resident costs.

The city documents do not list every street receiving a new water main. They place the work in the neighborhood bounded by Prairie Avenue, 190th Street, 187th Street and Kornblum Avenue.

What the city is deciding

The Council was asked on October 20 to approve the project specifications, find the work exempt from environmental review and award a construction contract. The exemption is based on replacing existing facilities without expanding water service. The documents posted so far do not show the Council vote.

Where and who it affects

The project covers a neighborhood surrounded by Prairie Avenue, 190th Street, 187th Street and Kornblum Avenue. The location map shows the planned work, but the written report does not name each street inside that boundary.

The work would replace 8,680 feet of aging 6 inch and 8 inch cast iron water pipes. Water main age and break history were used to select pipes for replacement.

What it could mean for your property

A water main is the pipe beneath the street. The project would replace the existing pipes with stronger 8 inch ductile iron pipes. It also includes new valves, fire hydrants and service connections, which link the main to individual properties.

The proposed contract is $3,261,890, with a contingency of $489,283. The total cannot exceed $3,751,173. Funding would come from the Water Capital Project Fund, not the General Fund. The documents do not state any direct charge to property owners or any water rate change.

Construction was expected to begin in fall 2026. A city Public Works inspector would oversee the work. The documents do not say whether residents would face water shutoffs, street closures, parking limits or advance notices.

Questions to ask before you buy or build

  • Is the property on a street included in the project map?
  • Does the planned work include the service connection for this property?
  • Has the city announced any construction schedule, access limits or water interruptions?

What happens next

The proposed agreement runs from October 20, 2026, through October 19, 2028. The posted documents do not show whether the Council awarded the contract or whether the expected fall construction start changed.
