New homes on the city’s agenda

Menifee's Council voted to start a special tax district for Coastline (45 homes) and is weighing one for Cypress Sands (132 townhomes); its Planning Commission postponed Kensington, 160 gated condos on Bavaria Drive, to December 9, a news report says.

Status is what the city record shows: a posted result where there is one, otherwise the meeting date. Each explainer is written from the city’s own staff report and lists its sources.

Questions to ask a builder before you sign

Six questions for the sales office in Menifee, each one from a guide we have already checked against the law it cites.

Ask Zarko →
  1. Is this lot in a Mello-Roos district, and where is the Notice of Special Tax?

State law says a builder cannot sell a lot subject to the tax until you have received and signed that notice. Read three numbers on it: the maximum tax for a year, how much it can rise each year, and the last year it can be charged.

    What Mello-Roos is →
  2. Can I take back my signature after the tax notice arrives?

Government Code 53341.5 gives you three days after the notice is handed to you, or five days after it is mailed, to cancel in writing. Write down when and how you received it.

The notice, the public report and the warranty →
  3. Where is the subdivision public report, and what are the association dues?

Ask for the public report when it has been issued, and for the Common Interest Development General Information statement if the home is in an association. Dues sit on top of any special tax.

    Documents to ask for →
  4. What does the written warranty cover, and for how long?

Civil Code 900 requires at least a one-year written warranty on fit and finish items such as cabinets, flooring, walls, countertops, paint and trim. Ask for the builder’s own document, not a summary.

    New build or resale →
  5. What is the incentive worth in dollars, and does it require your lender?

Builders often move the last homes in a phase with rate buydowns, design credits or closing-cost help instead of a lower price. Ask for the price with and without it, in writing.

    How closeout incentives work →
  6. Which phase is this, and what is still to be built around it?

A home in an early phase can sit next to construction for months. Check what the city has approved or is reviewing nearby; the agenda items above are a start.

Builder vs resale

Both are good moves for the right buyer. Which one fits comes down to your timeline, your tolerance for a build schedule, and what you are willing to pay for.

Before you offer →

Builder

Brand new, warranty from day one, and finishes you pick. Incentives — rate buydowns, design credits, closing-cost help — exist only where a builder publishes them, and we confirm which are actually on the table before you register.

Resale

An established street, grown landscaping, a known HOA, and a seller who can negotiate on price and on terms. Condition is the variable — which is exactly what an inspection is for.

What the model home hides

A furnished model is a sales tool. These are the things that turn up in new construction once somebody looks behind the finishes.

The inspector’s eye →
Roofing

Flashing at the walls

A new roof leaks first where it meets a wall or a vent. Those details go on fast, on a production schedule, and the model home has no ladder next to it.

Plumbing

Fittings you never see again

Loose connections, unsupported runs and slab penetrations are open for a few days at framing. After drywall, the first sign is a stain on a ceiling.

Structure

Cracks at the framing junctions

Everything moves in the first year. Which cracks are cosmetic shrinkage and which are telling you something about the frame is not obvious from the driveway.

Grading

Where the first storm goes

A fresh lot is loose fill. The finish grade, the swale and the downspout discharge decide whether water leaves the house or sits against the slab.

How we work a builder deal

Four jobs, from the first model-home visit to the keys. All four cost you nothing extra — the builder pays the commission either way.

Start with a walk →

Contract review

The builder wrote the agreement and the builder’s lawyer approved it. We read yours before you sign it — deposits, change orders, delivery windows, and what the arbitration clause quietly gives up.

Site walkthroughs

Pre-drywall and again before close, on site and photographed. You see what was actually built, at the two moments a finding can still be fixed for free.

Independent inspections

A licensed inspector who is paid by you, not by the builder. Roof to slab, with a written list you can hold the superintendent to.

Buyer representation

Register us on your first model-home visit and you keep your own advocate from tour to close. The builder pays commission either way — the only question is who it buys advice for.

inspection.re

The same eye, as an actual inspection

Reading a listing from the desk is not an inspection. When you are under contract, the house still has to be walked — roof to slab, by an inspector.
