Menifee City Hall · what it means for owners

Will Menifee's new Coastline homes carry a special tax?

Menifee's Council voted 5 to 0 to start a special tax district for 45 planned Coastline homes to fund public improvements, with a hearing set for November 4.

Yes, if the district is formed: on September 16, 2026 the City Council voted 5 to 0 to start forming it. The 45 new homes planned at Menifee Road and Coastline Avenue would each carry a yearly special tax of $4,354 to $4,920 in the first year, on top of ordinary property tax. The city’s documents do not describe homes elsewhere in Menifee as taxed by this district, and it is not formed yet.

What the city is deciding

On September 16 the Council began forming the Coastline community facilities district, an area where a special tax pays for public improvements. It adopted two resolutions declaring the city’s intent to form it and to borrow up to $5 million through bonds.

Where and who it affects

Menifee 50, LLC proposes 45 homes of about 2,300 to 2,800 square feet (Tentative Tract Map 38525). The tax applies to taxable property inside the district boundary.

What it could mean for your property

First-year rates (fiscal year 2026 to 2027) for a home in the district:

  • Under 2,400 square feet: $4,354.
  • From 2,400 to 2,700 square feet: $4,590.
  • Over 2,700 square feet: $4,920.

These are maximum rates, so the actual levy may be lower. They rise by a fixed step each year from July 1, 2027, about $78 at first on the smallest homes. The tax is collected with ordinary property taxes, is not based on the home’s value, is a continuing lien on the property and ends no later than fiscal year 2071 to 2072. It can be prepaid in full or in part.

The bonds, expected at about $3.1 million, would pay city development impact fees ($1,280,295), water district fees ($858,420), school fees ($589,950) and other city facilities ($256,059). The documents do not say whether these costs reach home prices. A separate item, 10.7, proposes a maintenance tax on the same homes of up to $1,362 a year.

Questions to ask before you buy or build

  • Is this lot inside CFD 2026-1 and the item 10.7 maintenance district?
  • What is the exact special tax for this home size, and the yearly step?
  • Can it be prepaid, and how is the payoff worked out?

What happens next

The Council adopted both resolutions 5 to 0 on September 16. A hearing is set on November 4, 2026 at 6 p.m., City Council Chambers, 29844 Haun Road, to consider forming the district and holding a landowner election, one vote per acre owned.
