Menifee City Hall · what it means for owners

Will Menifee's Village plan change affect your neighborhood?

Menifee's proposed plan amendment shifts housing, allows taller condos and preserves hillsides while keeping the total number of allowed homes unchanged.

Not directly, according to the city’s documents. The proposal adds no tax or fee for existing homeowners and keeps the plan’s total at 5,344 homes. It does change what could be built in parts of the Menifee Village plan area: denser condominiums in one area, more protected hillside in another and new commercial land.

What the city is deciding

The City Council is asked to change the Menifee Village Specific Plan, the rulebook for land use in that area. The amendment moves housing allowances between planning areas and changes some land uses. Council must first adopt an environmental review update.

Where and who it affects

The housing changes are in Village 4, north of Domenigoni Road, between Lindenberger Road and Briggs Road, and east of Briggs Road next to the city boundary. Commercial changes are at the northwest corner of Newport Road and Menifee Road and east of Laguna Vista Road between Rockport Road and Domenigoni Road.

What it could mean for your property

  • Condos: Planning Areas 4-3A and 4-4A together would allow 378 homes on 27.4 acres, including two and three story condominiums. Allowed density rises from 2 to 5 homes per acre to 8 to 14.
  • Hillsides: 39.1 acres designated for housing would become open space to prevent hillside development.
  • Roads: Briggs Road, under construction, is described as a main access point to both condo areas.
  • Commercial: 16.8 acres of community facility land would become commercial under the city’s retail rules. Cell towers would need their own review and hearing, and none is proposed now.
  • Taxes and fees: the staff report lists no fiscal impact.

The documents do not say whether the condos would be for sale or rent, or at what price. The Planning Commission recommended approval 4 to 1 on August 12 and asked for steps on blasting and density; the documents read do not show whether they were added.

Questions to ask before you buy or build

  • Is the lot in or beside Planning Area 4-3A or 4-4A, and what density does the plan now allow there?
  • Is it near land becoming hillside open space or commercial?
  • Has the city adopted the amendment?

What happens next

The public hearing was set for October 7, 2026 at 6:00 PM, City Council Chambers, 29844 Haun Road. The step is introducing the ordinance; no final adoption date is given. Written comments had to reach Brandon Cleary at [email protected] before the hearing. The outcome is not confirmed.
