Not yet. Temecula’s current land use map stays fully in effect until the City Council adopts the new General Plan and certifies its environmental impact report. The September 8 item was a status report with no action requested. The April draft aims growth at a few strategic areas, not established single-family neighborhoods.
What the city is deciding
Temecula’s September 8 agenda item asked Council to receive a status report on the General Plan update. The title mentions general direction, but the staff report says no action or direction was requested. The project covers the General Plan, a Climate Action Plan and an environmental impact report. The city’s FAQ says no updates to the current Housing Element are expected.
Where and who it affects
The April 2026 draft land use report says most of Temecula is built out, so the update focuses on a few areas: Commerce to College (Promenade Temecula to Mt. San Jacinto College), Temecula Town Center and Tower Plaza, the Overland Drive innovation corridor, and SouthTown. It also lists eight individual sites, A to H, whose proposals appear only in map graphics. The city says the draft has since been revised.
What it could mean for your property
- Existing neighborhoods: in the draft, Hillside, Rural, Very Low Density and Low Density Residential are marked “No change”.
- New mixed use districts: they would replace today’s mixed use overlay. Edge allows 20 to 39 homes per acre and 3 stories. Neighborhood allows 40 to 69 homes per acre and 5 stories. Core allows 70 to 120 homes per acre and 8 stories.
- Near Town Center: the draft puts the highest intensity near Interstate 15, stepping down toward homes to the east.
- Traffic and utilities: the environmental review will study traffic, water and wastewater, noise, air quality and greenhouse gases.
The documents do not say how any parcel’s zoning or taxes would change, or how many homes could be added.
Questions to ask before you buy or build
- Is this parcel in a study area or one of Sites A to H?
- What does the current land use map allow here, and the proposed map?
- Is the lot near a proposed mixed use district?
What happens next
Staff expected to return to the advisory committee, Planning Commission and Council in November, covering a notice starting the environmental review and a public scoping meeting. Hearings come before adoption. Sign up for updates at TemeculaCA.gov/GeneralPlan or write to [email protected].
